Artesia California - November 30, 2002 at approximately 1035 hours Norwalk Sheriff's Station received a "shots fired" call in the 11900 block of 165 Street, Norwalk. Los Angeles County Sheriff's helicopter Air-7 observed two possible suspects fleeing the location on foot. One suspect was seen entering a yard on 167th Street.
A Norwalk Station Deputy, along with Deputy Powell and another Lakewood Station Deputy responded to the sighting. They contacted the resident at the location. He told them a male Hispanic matching Air-7's description forced his way into the rear house. The resident added his sister was inside of the house and was afraid to exit.
Fearing for the safety of the women, the Deputies were attempting to make a forced entry in to the location. As the Deputies were making entry into the location, the suspect fired two shots through the front door. One of the rounds struck Deputy Powell in the right arm, passed through the opening in his vest, and entered his chest. Deputy Powell's partner returned fire and dragged Deputy Powell to his patrol car. He then drove Deputy Powell one block away where he was met by paramedics. Deputy Powell was transported to St. Francis Medical Center where he succumbed to his wound 90 minutes after the shooting.
The Los Angeles County Sheriff's Department Special Enforcement Bureau "SEB" and K-9 units responded to the location to assist in the capture of the suspects.
SEB made entry into the location were they found the suspect dead. The suspect had died of apparent gun shot wounds. A semi-automatic pistol was found under the suspect's body. It was unknown if he was shot by Deputies or if it was self inflicted.
A second suspect was later located and arrested without incident a few blocks away.
Deputy Powell is survived by his wife, four daughters, parents, brother, and seven grandchildren.
